ICLEI Europe has developed a guide to assist local governments with addressing the issue of energy poverty in their communities.
Creating Proactive Solutions to Tackle Energy Poverty – A Toolkit for Local Governments was developed to support local and regional governments, as well as other key stakeholders, in addressing energy poverty, and driving impactful change.
‘By improving access to clean, affordable energy, municipalities can reduce energy inequality, foster social inclusion, and meet their climate objectives through solar energy initiatives,’ ICLEI Europe said.
Sun4All project
The toolkit was developed as part of the Sun4All project (2021-2024), a European initiative focused on increasing access to solar energy and reducing energy poverty. It brings together expertise from ICLEI Europe and partners including Almada (Portugal), Barcelona (Spain), Rome (Italy), and the Cœur de Savoie community of communes (France).
It offers practical and tailored solutions designed to meet local needs, and provides a step-by-step approach to help stakeholders – such as public utilities, energy agencies, social housing associations, and energy cooperatives – better understand and address energy poverty in cities and municipalities.
‘A tangible difference’
‘With policy insights, societal context, methodologies, and real-world examples, the toolkit ensures users have the knowledge needed to make a tangible difference,’ the group added. ‘Whether you’re exploring energy poverty or looking to replicate successful approaches, this toolkit offers the essential resources for long-term impact and community well-being.’
