ICLEI Europe names new managing directors

ICLEI Europe has appointed Shtilyana Koppe and Matthew Bach as its new managing directors, succeeding Wolfgang Teubner, who plans to step down at the end of 2025 after more than 30 years with the organisation.

The group, which represents local and regional governments committed to sustainable development, noted that Teubner will remain on as a strategic advisor following his departure.

Bach, who will take on the role of managing director for strategy and policy on 1 April, has been with ICLEI Europe for more than seven years, most recently serving as the group’s head of justice, equity and democracy.

“We look forward to working with our members and partners for sustainable cities, towns and regions across Europe, as we continue to build our network’s resilience and strengthen our collective impact,” he commented. “Now more than ever, the local level is the cornerstone of a climate neutral, resilient, prosperous, and inclusive future.”

Elsewhere, Koppe, who will assume her role as managing director for organisational management and finance on 1 January 2026, currently serves as head of finance and controlling at the group. According to ICLEI Europe, she has played a key role in overseeing the organisation’s financial operations over the past decade.

Commenting on her appointment, she added, “I look forward to diversifying, strengthening and consolidating our financial operations to in turn continue supporting local governments in developing new capacities, knowledge and markets that promote a sustainable and a cohesive transition for its citizens.”

During Teubner’s time in charge, ICLEI Europe has grown from five to 180 staff members, the group noted.

“I am delighted to welcome the joint leadership of Shtilyana Koppe and Matthew Bach stepping up as our new managing directors over the coming year,” Teubner commented. “Both bring a diverse background of experiences and strong capabilities in both strategic as well as operational management.
